The Outer Banks of North Carolina is a great place to Kitesurf for both experts and beginners alike. The shallow sound (you can touch bottom), the flat water (sound is relatively flat, even in high wind) and the relatively consistent wind (though I have been denied on 3 recent trips there - it's generally considered very reliable) make this an ideal spot. Advanced riders can also hit the ocean waves and/or do long down-winders along the coast.
Waves is a great launch location, though it's a bit of a drive from Kitty Hawk, Duck and Southern Shore where there are great accomodotions and some good food/nightlife options (versus Waves, which is pretty remote/quiet).
